FINAL CALL for Volunteers needed to help with bridge repair PDF Print E-mail
Community News
Monday, 30 August 2010
In last week's newsletter we were asking for volunteers to help with the Bridge Repair. Please contact This e-mail address is being protected from spam bots, you need JavaScript enabled to view it to sign up to volunteer! We need your help with this project!

The re-building work will take place over 2 Saturdays starting this weekend: 11th September & 18th September from 8am - 1 pm before the rains start in earnest in October.

The rustic bridge that spanned the stream nearby Stonehaven Road collapsed during the rains earlier this year.  Local community members Nigel Aitken, Hennie du Preez and John Parkin helped to pull the bridge out of the stream and onto safe ground.

However, during the recent school holidays some vandals sadly dropped the bridge back into the stream. It is now of urgent importance that we request help from the community to rebuild the bridge!

The bridge as seen in the picture(s) below will be dismantled and re-built about 5 metres upstream of where it previously was, on sound footing that is not likely to be eroded by flood waters.

On the first Saturday we will dismantle the old bridge and prepare the foundations for the re-constructed bridge, while on the second (and a third day if necessary) the bridge will be re-built in its new position.

SAPS Warn on Hoax e-mail - Women Arrest Law PDF Print E-mail

MEDIA STATEMENT FROM COMMUNICATION AND LIAISON SERVICES OFFICE OF THE ACTING NATIONAL COMMISSIONER OF THE SOUTH AFRICAN POLICE SERVICE

Pretoria                                                                                                                                                                                    2009-05-15 (Hoax e-mail : “Woman arrest law”) Hoax e-mails are being circulated in South Africa with ever-increasing frequency, disseminating incorrect information and causing confusion which could have far-reaching effects if not disputed.

Such an e-mail, with the heading “Woman Arrest Law”, claims that between 6 pm and 6 am, a woman under arrest has the right to refuse to go to a police station with a police official, even if an arrest warrant has been issued against her.

It then states that a woman can be arrested between 6 pm and 6 am, but only if she is arrested by a woman officer and is taken to an all women police station.

The information contained in this e-mail is completely incorrect under South African law and is not applicable in this country.

A woman can be arrested at any time of day or night by both male and female police officials, with or without an arrest warrant depending on the circumstances. A person may be arrested without a warrant, for example, if a serious offence has been committed in the presence of a police official, if a police official reasonably suspects that person has committed a serious offence or if a suspect has escaped or attempted to escape from lawful custody.

A woman who has been arrested may not refuse to accompany a police official of either gender to a police station and can be charged with resisting arrest should she attempt to do so.

There is no provision in an arrest warrant which stipulates that the arrest must be executed during daylight hours.  Sometimes it is impractical or impossible to arrest a wanted person during working hours and it stands to reason that the arrest must be effected between 6 pm and 6 am. The concept of “all women” police stations is not practiced in South Africa.

It can be mentioned that a woman can only be SEARCHED by a female police official in terms of the Criminal Procedure Act and that, in terms of the same Act, a SEARCH WARRANT should be executed by day, unless the person issuing the warrant in writing authorizes the execution thereof by night.  These provisions do not apply to ARREST WARRANTS. There are also circumstances under which a search can be conducted without a warrant and there is no limit to the time of day or night when this can take place.

Members of the community are urged to ignore this e-mail and to refrain from disseminating it as responding to enquiries emanating from its circulation is causing a waste of the police’s time.  Issued by SAPS Director Sally de Beer

BY – LAWS PERTAINING TO DOGS AND CATS PDF Print E-mail
Community News
Wednesday, 28 April 2010

Dr Grant Craig of Paulshof Veterinary Clinic has forwarded this letter from the SA Veterinary Association to help Paulshof residents understand the City of Johannesburg by-laws.

Over the last couple of weeks there has been a fair bit of publicity in the local press about the new by-laws pertaining to the number of dogs and cats each household is allowed to keep within the city of Johannesburg.

These laws were promulgated in 2006; the section dealing with the number of dogs / cats came into effect from 1 January 2010 giving members of the public 4 years to reduce their number of dogs/ cats. There is therefore no grandfather clause and if pet owners have more than the prescribed number of pets they need to apply immediately for a permit.  A standard free standing house can have up to 4 dogs and or cats over the age of 6 months (See by-laws chapter 2 and 3 for restrictions on dogs / cats)

The permit is currently free until 1 July 2010 after that it will be a once off payment of R485.00.  This permit is not transferable from premises to premises person to person.  These permits are available from the City of Joburg Environmental Health in the 7 regions of the city www.joburg.org.za

These by-laws are applicable throughout the city of Johannesburg including the townships.  According to a spokesperson at the municipality they will not be going from residence to residence to police this but are relying on the public to come forward.  These laws will give the municipality power to deal with people who are keeping animals in less than ideal conditions.  There are positive rules in the by-laws pertaining to the vaccination and sterilisation of animals and the use of fireworks.

A copy of the by-laws has been placed on our website www.sava.co.za for your interest.

We hope that this gives you some clarity on the situation.
